To resolve the Taiwan question and achieve the complete reunification of the motherland is the unswerving historical task of the Communist Party of China, the common aspiration of all the sons and daughters of the Chinese nation, and an inevitable requirement for the great rejuvenation of the Chinese nation。Fujian has a unique position and role in the overall work with Taiwan。In order to deepen the integrated development of the two sides in various fields and promote the process of peaceful reunification of the motherland, we hereby propose the following opinions on supporting Fujian in exploring a new road of integrated development across the Taiwan Straits and building a demonstration zone for integrated development across the Taiwan Straits。
I. General requirements

We will give full play to Fujian's unique advantages and pioneering role in Taiwan，Make good use of resources，Deepen integrated development;We have always respected, cared for and benefited our compatriots in Taiwan，Improve policies and systems to enhance the well-being and equal treatment of Taiwan compatriots;Adhere to problem orientation，Highlight the first try，Expand empowerment，Continue to promote policy and institutional innovation;Adhere to the easy first before the difficult, step by step, continuous progress, long-term success，Adapt to the time and place，Areas with good support conditions and outstanding advantages will take the lead in piloting the project and bring it to the surface，We will guide other regions to identify their positions and work together。
Work objective。The cross-Straits integrated development demonstration zone has been basically completed, and the effect of Fujian as the first home for Taiwan enterprises to land is fully evident。Policies and systems for integrated development have been improved，The social atmosphere of "two sides of the Taiwan Strait are one family, Fujian and Taiwan are close to each other" has become stronger;Personnel exchanges between Fujian and Taiwan have become more convenient，Trade and investment are smoother，Exchanges and cooperation have expanded to wider areas and deeper levels.The demonstration effect of the integrated development of Xiamen and Kinmen, Fuzhou and Matsu continues to emerge，Pingtan comprehensive experimental zone plays a full role in Taiwan integration。
Second, the construction of Taiwan compatriots and Taiwan enterprises landing the first home
1. Smooth access for Taiwan compatriots。Carry out the construction of transportation and logistics infrastructure in advance, and increase the guarantee of factors such as funds。To promote the Fujian and Taiwan infrastructure should be fully integrated, build a three-dimensional comprehensive channel hub to Taiwan, and smooth the connection between Fujian and Taiwan and the rest of the mainland。We will strengthen the distribution and construction of major logistics infrastructure such as logistics hubs, and improve the regional logistics distribution system。Further optimize and encrypt the passenger and freight routes between Fujian coast and Taiwan Island and Kinmen and Matsu。We will create a more relaxed policy environment for compatriots from both sides to travel between Fujian and Taiwan and for Taiwan compatriots to stay and reside in Fujian。We will encourage more Taiwan compatriots who have never been to the mainland to visit and exchange with Fujian。
(2) Promote Taiwan students to study in Fujian。For children of Taiwan compatriots studying in primary and secondary schools and public kindergartens in Fujian, the policy of "welcome to study, equal treatment, and nearby enrollment" is implemented。We will support universities and research institutes in Fujian Province in expanding their enrollment of Taiwan students through various means。We will support universities on both sides of the Taiwan Straits in carrying out high-level cooperation and diversified cooperation in running schools in Fujian, and support Taiwan enterprises with advantages and characteristics in participating in joint-stock and mixed vocational schools in Fujian in various forms。A number of cross-Straits youth research bases will be established。
(3) Encourage Taiwan compatriots to come to Fujian for employment。We will support all types of enterprises in Fujian, especially Taiwanese enterprises, in hiring more Taiwanese employees。More efforts will be made to recruit Taiwanese teachers in Fujian vocational schools。Further expand the scope of direct recognition of Taiwan vocational qualifications。Doctors from Taiwan shall practice in Fujian as required。Gradually expand the scope of practice for Taiwan residents who have obtained national legal professional qualifications to practice as lawyers in Fujian。We will vigorously develop diversified human resources service institutions, including Taiwan-funded institutions。
4. Expanding the participation of Taiwan compatriots in society。We will support Taiwan compatriots in participating in the development of Fujian's ecological and environmental protection, rural revitalization, and social welfare undertakings。We will support Taiwan compatriots in participating deeply in practical activities such as local community building and grassroots governance in Fujian。Support Taiwan compatriots to join relevant industrial, academic and professional social organizations。We carried out trials of Taiwan compatriots serving as heads and legal representatives of non-religious social organizations in Fujian。We will support Taiwan compatriots in participating in the evaluation of honors and awards at all levels in accordance with relevant state regulations。Taiwan compatriots are encouraged to serve as arbitrators, mediators, people's assessors, people's supervisors, procuratorial liaison officers, and judicial support personnel to participate in the construction of the rule of law in Fujian。
(5) To facilitate Taiwan compatriots' living in Fujian。Cancel the temporary residence registration of Taiwan compatriots in Fujian。Taiwan compatriots are encouraged to apply for Taiwan resident permits。Taiwan residents settle down in Fujian to achieve "willing to fall"。We will expand the scope of application for verification of Taiwan residents' residence permits, and strive to make the application of Taiwan residents' residence permits as convenient as that of mainland residents' identity cards。Taiwan residents will be encouraged to buy homes in Fujian。We will improve institutional guarantees for Taiwan residents in Fujian for employment, medical treatment, housing, elderly care services, and social assistance, and bring Taiwan residents in Fujian into the mainland's social security system in accordance with laws and regulations。
6. Improving Taiwan-related judicial services。To build an open resource-sharing platform that integrates Taiwan-related legal research and consultation and legal investigation in Taiwan。To strengthen exchanges and cooperation between arbitration institutions across the Taiwan Straits, and allow Taiwan civil and commercial arbitration institutions to set up business offices in Xiamen and conduct arbitration business related to Hong Kong, Macao and Taiwan and foreign affairs。To build a preferred location for Taiwan-related judicial services on the mainland, and provide legal guarantee for Taiwan compatriots and enterprises to participate in the integrated development of the two sides of the Taiwan Straits。We will continue to improve Taiwan-related law enforcement, prosecution, trial, enforcement and supervision mechanisms, and continue to improve Taiwan-related legal services。
Third, promote deep economic and trade integration between Fujian and Taiwan
7. Improving the Taiwan-related business environment。We will support Fujian Province in building a world-class business environment, and guide Taiwan compatriots and enterprises to jointly build a market-oriented, law-based and convenient business environment。Formulate opinions on special measures to promote the integration of Fujian and Taiwan and relax market access。Encourage the Fujian Pilot Free Trade Zone to expand pilot trials with Taiwan。We will support innovative development of small trade with Taiwan。We will build a cross-Straits standards common service platform, encourage enterprises, universities, research institutes and enterprises on both sides to jointly develop common industry standards, and explore the establishment of a qualification evaluation and certification system for Taiwanese enterprises。We will improve the coordination mechanism for protecting the rights and interests of Taiwan compatriots and enterprises, establish and improve communication channels between government and enterprises, and promote the increase in the number and quality of Taiwan businesses and enterprises in Fujian。
8. Deepening industrial cooperation。We will support areas where conditions permit to build demonstration bases for new industrialized industries, strengthen industrial cooperation between Fujian and Taiwan, and improve the resilience and security of the industrial chain and supply chain across the Taiwan Straits。Strengthen factor guarantee, support Gulei petrochemical industry base, Ningde power battery cluster and other construction of Cross-Strait resource elements with global competitiveness of industrial bases, advanced manufacturing clusters。To support Fujian enterprises and enterprises in Fujian and Taiwan to build enterprise cooperation alliance。We will support the development of multi-tiered cross-Straits financial markets，We will explore new ways of cross-Straits social capital cooperation，We will promote the establishment of a cross-Straits industrial integration development fund，We will support the innovation and upgrading of the Taiwan Investment Board of the Straits Equity Trading Center，We will strengthen coordination with the New Third Board，We will promote the listing of more qualified Taiwanese enterprises in Fujian on the mainland，We will encourage more Taiwanese enterprises to participate in the development of the mainland's financial market。We will support Cross-Strait cooperation in fashion and creative industries and jointly cultivate brands with national characteristics。
(9) To promote the development of Taiwan's agriculture, fishery and small and medium-sized enterprises in Fujian。Taiwan farmers and fishermen are encouraged to participate in the integrated development of the primary, secondary and tertiary industries in rural Fujian and participate in the revitalization of rural areas。We will continue to benefit Taiwan's farmers and fishermen, and provide more convenience in land use, financing, and opening up the domestic market。Deepen cooperation in the development of tourism resources between Fujian and Taiwan, and support Taiwan industry to participate in the upgrading of rural tourism in Fujian。We will increase support for the construction of Taiwan farmers' entrepreneurship parks, carry out exchanges and cooperation in Marine economy and other fields, support Taiwan enterprises and agricultural agglomeration areas in establishing national rural revitalization demonstration counties, and build cross-Straits rural revitalization cooperation bases and national high-quality platforms for modern agriculture and fisheries。Attract Taiwanese companies to engage in e-commerce, health care, logistics, catering and other service industries。We will support eligible mainland and Taiwan enterprises in applying for Chinese time-honored brands。Encourage small and medium-sized enterprises from Taiwan to develop in Fujian, and support Fujian in establishing cross-Straits small and medium-sized enterprise cooperation zones。We will promote Cross-Strait industrial development cooperation in the future。We will explore new forms of cross-Straits cooperation in trade in services。
10. Strengthening cooperation in science, technology and innovation。Encourage Fujian and Taiwan enterprises and scientific research institutions to jointly build a common technology research and development platform, and promote the digital network and intelligent transformation of enterprises in Fujian and Taiwan。To support Fuzhou and Xiamen in building Fujian and Taiwan talent gathering platforms with distinctive characteristics, complementary advantages and coordinated development。We will build a cross-Straits platform for transforming ecological and environmental scientific and technological achievements, and support Taiwan compatriots and enterprises in participating in green economic development。
Fourth, promote the integrated development of Fujian
(11) Supporting the integrated development of Xiamen and Kinmen。We will support Xiamen in carrying out pilot comprehensive reforms, and grant Xiamen greater autonomy in key areas and key links in the form of list batch authorization。We will ensure that Kinmen residents enjoy the same treatment as local residents in Xiamen, take the lead in promoting equal access to basic public services, build a "urban living circle" between Xiamen and Kinmen University, and deepen inter-university exchanges and cooperation。Explore the mode of Xiamen and gold cooperation in building infrastructure, accelerate the promotion of electricity, ventilation and bridge with Kinmen, and support Kinmen in sharing the new Xiamen airport。
(12) Support Fuzhou and Matsu to deepen integrated development。Create a "city life circle" in Fuma, and support Matsu residents to enjoy the same treatment as local residents in Fuzhou。Set up Fuzhou Matsu Industrial Cooperation Park to promote innovation and integration between Fuzhou and Matsu in cultural tourism, Marine fisheries and other fields, and attract Taiwan compatriots and enterprises to participate in the development of Fuzhou's digital economy。To promote Fuzhou and Matsu water, electricity, ventilation, bridge。Support Fuzhou New District and Pingtan Comprehensive Experimental Zone in establishing a cooperation mechanism for Taiwan integration to achieve integrated and high-quality development。
(13) Accelerate the opening up and development of Pingtan Comprehensive Experimental Zone。We will support the Pingtan Comprehensive Experimental Zone in speeding up its efforts to open up to Taiwan on all fronts。We will gradually build a policy system for liberalization and facilitation of investment and trade with Taiwan, expand the opening up of cross-border trade in services with Taiwan, and explore the development of a cross-Straits common market pilot area。Support Pingtan Comprehensive Experimental Zone to build a more convenient cross-strait traffic channel。We will study the liberalization of access to Taiwan's information services and other industries, and explore measures to accelerate the opening up of education。
(14) Promoting integration practices in other regions of Fujian。Give full play to the advantages of the main ancestral home of Taiwan compatriots in Quanzhou and Zhangzhou, build the world Minnan cultural exchange center, and carry out the integration and development practice with Penghu。Support Longyan and Sanming to give full play to the advantages of Hakka ancestral land, and innovate the exchanges of Hakka culture across the Straits。We will support Sanming in building a pilot zone for integrated rural development across the Taiwan Straits。We will support Putian in deepening exchanges and cooperation with Taiwan through the hometown of Mazu and cross-Straits biotechnology and medical and health industry cooperation Zones。We will support Nanping in deepening cooperation with Taiwan in ecological, cultural and tourism industries。Ningde is encouraged to expand cooperation with Taiwan in new energy and Marine aquaculture industries。
Fifth, deepen social and cultural exchanges between Fujian and Taiwan
15. Expanding social and people-to-people exchanges and cooperation。We will support regular exchanges between various types of non-governmental organizations in Fujian and Taiwan, and encourage eligible Taiwanese non-governmental organizations to set up offices in Fujian。We will support Xiamen University and other universities in building Taiwan-related research institutions and conducting exchanges and cooperation with Taiwan think tanks。We will ensure the success of major cross-Straits exchange events such as the Straits Forum。We will carry out the project of displaying and tracing the history of Fujian and Taiwan, and carry out activities such as matching the genealogy of Fujian and Taiwan and finding out the roots of ancestors。We will give full play to the role of Mazu and other folk beliefs and spirit ties, and carry out various forms of folk faith and custom exchange activities。To encourage religious circles and other members of the community in Taiwan to come to Fujian for short-term study。We will support exchanges and cooperation in Buddhism and Taoism between Fujian and Taiwan。Establish and improve the incentive mechanism for platform enterprises to promote people-to-people exchanges between Fujian and Taiwan。
16. Encourage exchanges among young people。Support the establishment of regular communication channels between Fujian and Taiwan youth groups in various fields and industries。We will strengthen the development of platforms for youth employment and entrepreneurship on both sides of the Taiwan Straits, and help young people from Taiwan pursue, build and realize their dreams in Fujian。To support primary and secondary schools in Fujian and Taiwan in strengthening inter-school exchanges and cooperating in baseball, softball and other special youth sports。Use new media, pop culture and the Internet to carry out extensive experiential, immersive and interactive exchange activities, and constantly expand the common "circle of friends" and "business circle" of Fujian and Taiwan youth.。
17. Promoting integrated development in the cultural field。We will encourage compatriots on both sides of the Straits to jointly carry forward Chinese culture and promote the protection, inheritance and innovative development of fine traditional Chinese culture。We will build more platforms for cooperation in the cultural industry and encourage Taiwanese cultural professionals to invest in the industry。Support the exhibition of cooperation projects between Fujian and Taiwan through overseas Chinese cultural centers。The pilot program allows Taiwanese companies to invest and set up radio and television program production and management companies in Fujian。To guide the Fujian and Taiwan industries to cooperate in the production of fine film and television。Bring together cultural and entertainment resources on both sides of the strait to create a popular cultural center on both sides。We will continue to carry out protection projects for cultural relics related to Taiwan。Taiwan compatriots are encouraged to apply for representative inheritors of intangible cultural heritage at the Fujian level。Support the joint efforts of Fujian and Taiwan to carry out the protection of the project "Mazu Faith and Custom" on the representative list of intangible cultural heritage of humanity, and share the protection results。We will promote the application of red brick buildings in southern Fujian and Mazu cultural and historical sites on both sides of the strait for World cultural Heritage。Implementation of the project on the Origin and Diffusion of Austronesian Languages。Support Taiwan enterprises to apply for the qualification of cultural relics protection projects, and Taiwan professional institutions and personnel to participate in archaeological projects in Fujian Province。
6. Strengthen organizational guarantees
18. Upholding and strengthening the Party's overall leadership。Adhere to the centralized and unified leadership of the Party Central Committee for Fujian to explore a new road of cross-Straits integrated development and build a demonstration zone for cross-Straits integrated development, and implement the Party's leadership in all aspects of the whole process of work。
19. Improving the implementation mechanism。The Taiwan Affairs Office of the CPC Central Committee and the National Development and Reform Commission should take the lead in coordination, do a good job in overall planning, establish a dynamic optimization and improvement mechanism, and promote policy implementation, evaluation and adjustment, summary and promotion。Relevant departments of the central and state organs should put forward innovative measures, strengthen policy support, and fully support Fujian in exploring new mechanisms, new paths and new models for deepening Cross-Strait integrated development。Fujian Province should strengthen the main responsibility, establish a collaborative implementation mechanism, give full play to the roles of all parties, innovate working methods, and ensure that various measures are effective。The Fujian Expert Committee to explore a new road of integrated development across the Taiwan Strait has been established to carry out policy research on deepening the integrated development of Fujian and Taiwan。
20. Consolidating the foundation of legal protection。We will do a good job in ensuring the rule of law in promoting the development of cross-Straits integrated development demonstration zones。The policies and measures proposed in these Opinions, which involve the adjustment and application of existing laws or administrative regulations, shall be implemented with the authorization of the Standing Committee of the National People's Congress or The State Council in accordance with legal procedures。
(21) Provide financial support。The central government supports Fujian in carrying out Taiwan-related economic cooperation and people-to-people exchanges through existing funding channels。Special projects related to investment in the central budget should increase support for major projects in Fujian to explore a new road for integrated development across the Taiwan Strait。
